Europe Is Getting Hotter. Is It Ready for an Ageing Population?

Extreme heat is colliding with one of Europe’s defining demographic trends, forcing governments and cities to rethink how they protect older citizens.
Europe entered the summer of 2026 with two long-term trends moving steadily toward each other.
The first is demographic. On 1 January 2025, the European Union was home to around 99 million people aged 65 or older, representing 22% of its population, according to Eurostat. That share has been rising across every EU country.
The second is climatic. The WHO European Region is warming at more than twice the global average, according to the World Health Organization. Heatwaves that were once treated as exceptional summer events are increasingly becoming recurring public-health emergencies.
The consequences of those trends converging have been stark this year.
During the intense heatwave that swept western Europe in late June, European countries recorded more than 10,000 excess deaths in a single week, according to mortality data reported by Reuters. More than 9,000 of those deaths were among people aged 65 and over.
In Germany alone, the Robert Koch Institute estimated more than 5,000 heat-related deaths by early July, around 4,270 of them among people aged 75 or older. Reuters reported that older age groups accounted for the overwhelming majority of the toll.
And the summer is not over.
Why age changes the risk
Extreme heat can affect anyone, but ageing changes the body’s ability to respond.
Older people may be less able to regulate body temperature, may experience a reduced sensation of thirst and are more likely to live with cardiovascular, respiratory, kidney or other chronic conditions that heat can aggravate. Some medications can also affect hydration or the body’s response to high temperatures. WHO/Europe identifies older people, people with chronic illnesses and those taking certain medications among the groups at increased risk.
During the June heatwave, around 60% of hospital admissions following emergency visits involved people aged 75 and older, according to WHO/Europe. Many of those admissions, the agency said, could have been prevented.
But vulnerability is not determined by age alone.
Housing quality, income, health, mobility and social isolation all matter. An older person living alone on the top floor of a poorly insulated apartment, for example, may face a very different risk from someone of the same age living in a cooler home with family support and access to air conditioning.
That makes heat resilience not simply a medical question, but also one of housing, urban planning, social care and community.
A public-health problem, not a weather problem
Europe has learned some of these lessons before. The catastrophic 2003 heatwave caused around 70,000 deaths across Europe, according to WHO. Since then, several countries have introduced heat-alert systems, public information campaigns and targeted support for vulnerable residents.
Those measures appear to make a measurable difference. WHO/Europe estimates that heat-related deaths in the Region in 2023 would have been around 80% higher without adaptation measures already in place. Among people aged 80 and older, deaths could have been twice as high.
Yet protection remains uneven.
In July, WHO/Europe warned that fewer than half of the 53 countries in its European Region had a national heat-health action plan. It also identified persistent gaps in reaching long-term care residents, homeless people and socially isolated older adults. Heat-health action plans are designed to connect weather warnings with healthcare capacity, social services, outreach and clearly defined responses before temperatures become dangerous.
As WHO Regional Director for Europe Hans Henri P. Kluge put it in June: ”Europe is warming faster than any other continent – and we are paying for it in lives.”
Cities are becoming part of the health system
Adaptation increasingly begins at street level.
Paris, for example, has developed more than 1,400 designated ”cooling islands,” including parks, shaded spaces and public facilities where residents can escape high temperatures. The city also maintains approximately 1,300 drinking-water points. During the August heatwave, Paris activated additional measures for vulnerable residents and opened school courtyards designed as cooler ”Oasis”.
Berlin’s heat-health plan, meanwhile, incorporates the eight core elements recommended in WHO’s updated 2026 guidance, including early warning, communication with vulnerable groups, green spaces and longer-term structural protection against heat.
These are not merely environmental measures. In an ageing society, shaded streets, accessible public water, cooler homes, resilient hospitals and systems for checking on isolated residents are increasingly forms of health infrastructure.
Designing for the population Europe actually has
The demographic trend will continue. Eurostat projects that the proportion of Europeans aged 65 and over will rise substantially in the coming decades, while the number of people aged 80 and above is expected to increase especially sharply.
At the same time, the climate baseline is shifting. An unusually early May 2026 heatwave pushed daily average temperatures more than 10°C above normal in parts of western France, England and Wales, according to the Copernicus Climate Change Service.
The challenge therefore extends well beyond emergency responses during a few hot days in July or August.
Europe’s ageing societies will need housing designed for hotter summers, care facilities that remain safe during prolonged heat, neighbourhoods where people can reach shade and water, health systems prepared for predictable seasonal surges and social networks capable of identifying people who may otherwise be invisible.
Extreme heat is often called a silent killer because its victims may never be recorded as having died ”from heat.” A heart attack, respiratory failure or worsening chronic disease may be the immediate cause.
But the demographic pattern is becoming increasingly difficult to miss.
Europe is getting older. It is also getting hotter. Protecting longevity in the decades ahead will depend in part on how seriously governments prepare for both realities at once.
